PM of India stuck near Firozpure in Punjab for 15-20 Minutes; is it a big security Lapse or common problem of citizen of India?

The video footage of Modi’s convoy stuck on the road for 20 minutes because of the farmer’s agitation near Firozpur in Punjab, was not just a security lapse but something more threatening. He was stuck in India not in Pakistan. A video shows in NDTV that a group of BJP workers standing barely a few metres from the PM's car. The video shows the group, carrying a BJP flag, shouting slogans near the Prime Minister's car standing on the other side of the highway. The car then moves away, with the elite Special Protection Group (SPG) personnel forming a shield. The PM and ruling party required to trust an ability and strength of SPG commando.

The very different views provided by a YouTube channel “Jaipur Dialogs” run by a retired IAS officer Mr. Sanjay Dixit” has given the details of how security of the top five people of the nation is handled and who is responsible for what? He himself has handled these requirements in his career being a top IAS officer. He said “though PM’s personal security is handled by SPG, still the security on the road is handled by the state governments. The union home ministry works with the state government well in advance to finalize travel security details. The plan includes main plan, backup plans A, B and C. All these plans are finalized with the state home department and IGP. Nothing is decided at the last moment. But the alternative travel routes (backup plans A, B, C) is kept secret. Only the top 2-3 state officers know all the plans. In this case, everyone knew, the PM was going to take a helicopter from Bhatinda to Firozpur. There was no secret in it. But at the last moment, the PM decided not to travel by the helicopter due to bad weather and decided to take a road trip”.

“This was not a surprise to the Punjab government. This would have been already discussed during finalizing the backup plans A, B or C. The only unknown factor was whether he would take route A, B or C? But the state government should have prepared to clear all the three routes. When PM decided to take a road trip, this was communicated to the IGP of Punjab police. He must have assessed the best route to take and advised PM security accordingly. This is the reason, it took 20 minutes for PM to start the road journey from Bhatinda airport. This decision of choosing a route should be kept secret till the very last moment and even when it is decided, it should be communicated only to a few, that too on a need to know basis. Hence it should be kept very secret. This is the procedure as per the standard security protocol, which is also called as the Blue Book” he said.

As per the government protocol the chosen route was kept secret, then how come the agitators reached the route when the PM was travelling? It means the top secret information was leaked. It is not at all difficult to find the leak because only top few officers knew the route. In India, it is very common that the citizen spend more than 1 hour in a traffic due to PM’s or CM’s convoy. There were multiple incidences where ambulance also not allowed to travel due to government protocol.   

The Government of India and Mr. Modi (PM) required to learn from the incident that no agitation or protest allowed on highways and railway track. The state government and central government required to reserve places for an agitation and protest. The protest and agitation are allowed, but if it is impacting or affecting the other citizens of India then punishment required to introduce into the law. The political rallies, religion rallies and other rallies increase the travel time of citizen of India and maximum rallies organized to show strength or power, but the real power of law required to show to all human beings specially VVIP and so-called VIP.
